The Eleventh Session of the FAO Conference in 1961 and the Sixteenth World Health Assembly in 1963 both passed resolutions to establish the Codex Alimentarius Commission. The two bodies also adopted the Statutes and Rules of Procedure for the Commission.

The Statutes provide the legal basis for the Commission's work and formally re.ect the concepts behind and reasons for its establishment. Article 1 of the Statutes provides the Commission with its purposes, terms of reference and objectives. Article 2 de.nes eligibility for membership of the Commission, which is open to all Member Nations and Associate Members of FAO and WHO. In 2005, membership comprised 171 countries, representing 98 percent of the world's population. The European Community is a Member Organization.

To facilitate continuous contact with member countries, the Commission, in collaboration with national governments, has established country Codex Contact Points, and many member countries have National Codex Committees to coordinate activities nationally.

GUIDE ON CONDUCT OF pLENARY MEETINGS
In view of the events associated with the approval of the standard for Emmenthal cheese at the 30th Session of the Codex Commission (namely, Switzerland’s opposition to the decision of the Chair of the Commission invoking the General Rules of the FAO and managed to have the matter being voted on), Argentina suggested that article XII of the General Rules of the FAO be included in the Procedural Manual of the Commission at the 60th Session of the Executive Committee held in December 2007.
Given this situation, although the proposal was not adopted, the Codex Secretariat has circulated the “Guide on Conduct of Plenary Meetings”, which we make available to all the delegates of the region.
